Multiattack. The First Jester can make 3 attacks, 2 attacks with the +3 Sickle, and 1 attack with Mind Render.
Mind Render. Ranged Spell Attack: +12 to hit, range 45 ft., one target. Hit: (3d6) cerebral damage.
Jester's Jingle. The First Jester's hat grants them immunity to the Charmed and Frightened conditions, as well as resistance to cerebral damage.
Laughing Stock. A +3 Ovut Sickle that grants the First Jester a guaranteed critical hit if they cast a spell on their previous turn, so long as their attack roll lands.
+3 Laughing Stock. Melee Weapon Attack: +11 to hit, reach 5 ft., one target. Hit: (3d4+7) laceration damage.
Poly-Pipe. As a bonus action the First Jester can polymorph their Pipe into a Laughing Stock and vise versa.
