Minerva targets a creature she can see within 60 ft. The target must make a DC 17 Constitution saving throw. On a failure, the target takes 45 (10d8) radiant damage and is Blinded until the end of their next turn. On a success, they take half damage and are not blinded.

Actions

Multiattack.
Minerva makes two attacks with Radiantblade or casts one spell and makes one Radiantblade attack.

Radiantblade (Melee Weapon Attack).
+8 to hit, reach 5 ft., one target.
Hit: 10 (1d10 + 4) slashing damage + 7 (2d6) radiant damage.

Light of Judgment (Recharge 5–6).
Minerva summons a beam of sunlight in a 15-foot radius, 40-foot-high cylinder centered on a point she can see within 60 feet.
Creatures in the area must make a DC 17 Dexterity saving throw. On a fail, they take 27 (6d8) radiant damage and are blinded until the start of their next turn. On a success, they take half damage.

Legendary Actions

Minerva can take 3 legendary actions, choosing from the options below. Only one legendary action can be used at a time and only at the end of another creature’s turn.

  • Blinding Light. One creature Minerva can see within 30 feet must succeed on a DC 15 Constitution saving throw or be blinded until the end of their next turn.
  • Radiant Step. Minerva teleports up to 30 feet to an unoccupied space she can see.
  • Healing Touch (Costs 2 Actions). Minerva or a creature she touches regains 25 (5d8 + 3) HP.

Lair Actions

On Initiative Count 20 (losing ties), Minerva may invoke the power of Pelor’s sanctuary:

Radiant Invocation (1/Day):
Minerva summons up to 4 Lesser Tethered Angels in unoccupied spaces within 60 feet. Each angel is magically tethered to her by a radiant thread of divine energy.

  • Tethers: If any creature (hostile or allied) crosses one of these radiant tethers, they take 1d6 radiant damage (no save).
  • The angels remain until destroyed, or until Minerva dismisses them as a bonus action.
