1-level Enchantment
You utter a chilling poem, targeting a creature that you can see within range, which can be extended through hydromancy. If the target can hear you (though it need not understand you), it must succeed on a Wisdom saving throw or it take 1d6 cold damage and begin to shiver violently until the spell ends. While shivering, the target has disadvantage on attack rolls and ability checks. At the end of each of its turns, the target must make another Wisdom saving throw. On a failed save, it takes 1d6 cold damage. On a success, the spell ends for the target. If the target takes any fire damage, the spell ends for it.
If you touch a body of water when casting this spell, you can choose a point within 120 feet of you that is in the same body of water. The spell is cast as if you were at the chosen point, but you must use your own senses.
When you cast this spell using a spell slot of 2nd level or higher, you can target one additional creature for each slot level above 1st.
