3-level Conjuration
You conjure a freezing vortex of wind, snow and ice at a point of your choice within range. The vortex fills a 20-foot radius sphere centered on that point for the duration. The ground in the area becomes coated in ice, and is difficult terrain. Bodies of water in the area become frozen.
Each creature that starts its turn in the area or that enters the area during its turn must make a Constitution saving throw. On a failed save, the creature takes 2d8 cold damage and becomes covered in ice, and is restrained as long as it remains in the area or until it breaks free. On a successful save, the creature takes half as much damage and is not restrained.
A creature restrained by the ice can use its action to make a Strength saving throw against your spell save DC. If it succeeds, it is no longer restrained.
When you cast this spell using a spell slot of 4th level or higher, the cold damage increases by 1d8 for each slot level above 3rd.
