Making armor out of metal is a very complex task and this skill is your character's general knowledge of armors and also their ability to work the steel to make well shaped and fitting armors out of metal. Making a set of armor is a long and arduous process that requires frequent visits by the customer to make measurements and try the fitting and correct it. Making ring maille is easier but very time consuming, especially if one does not buy the rings but must first make the rings, in which case steel must first be stretched to a thin thread, coiled around a bar, cut open, have their ends flattened and drilled and finally riveted together.
