This trait only has one valid value and that's -4. As an outlaw you have had your rights stripped from you and you are no longer considered a member of a state. You are no longer protected by the rights bestowed upon you by the oath of fealty or whatever rules exist in your nation. You are no one. Anyone can kill you without repercussions and those who help you may be accused of treason. That is not to say that you are actively being hunted, but if you get in trouble with the law as an outlaw, you are not punished with a fine or put in jail, you are beheaded, hanged or otherwise executed.

The trait only applies to the country where you have been outlawed and friendly countries that recognize its laws. If you travel outside of that sphere of influence, you are no longer an outlaw, but a stranger.
