You have problem with government, authority and when people try to decide things for you. You can easily end up in trouble for your behaviour, depending on the situation you are in.
The value of the trait is used both as a modifier when interacting with government, authority or anyone who attempts to influence you. But it's also used as a measure of how deep your rebel nature goes. The Keeper may also force you to do a check against this trait in certain situations where it might apply. Do note that unless you have -4 you can still be convinced (or even threatened) to submit.
