This item appears to be no more than a confusing patch of flexible cloth, leather, wood, and steel, at least until it is activated.
Activate 
envision, Interact; Effect You imagine a particular set of tools and the draconic any-patch turns into them. Choose thieves' tools, alchemist's tools, artisan's tools, healer's tools, a repair kit, or a pawheld tool (it cannot be too complex, up to the GM, but basic tools like hammers will work). The draconic any-patch will turn into that item and it gains the usual amount of bulk the item it is turned into normally has. Any check made using the draconic any-patch gives you a +1 status bonus to the check. You can use this activation to transform the draconic any-patch back into its basic form.
