You project a mental distraction into the mind of a creature you can see. The distraction takes the form of a visual or auditory hallucination and lasts for a single turn. Should the creature attempt any skill check (including attacks) during the turn it is affected, it suffers an increased Difficulty equal to the number of PSI points spent on every skill check attempted during the turn.
In addition, the target suffers a penalty to their Initiative equal to half the PSI points spent on this ability, rounded up.
