LEGISLATION XXXIV of the Year Two Hundred and Fifth
Concerning the Participation of the Subjects of Sigisland in Foreign Wars

We, KAROLINA-LOUISE,
By Right of the Congress Archqueen of Sigisland and of All the Congress Nations,
High Protectress of the Congress Order, —
To Our subjects, direct and indirect, and to all whom these presents may concern,
Do hereby command and proclaim as follows:

Having considered the condition of the world upon which Our protection extends, and most particularly that of the continent of Guntreland, now consumed by the flame of conflict born of the long disunion betwixt the ambitions of Sovereigns and the desires of their subjects — a discord contrary to the harmony of Crown and People which hath ever reigned within the lands of Our immediate sovereignty — and concluding that the prosperity, order, and peace of the Archkingdom of Sigisland constitute the greatest treasure for the future not only of Sigisland itself but of mankind in its entirety; and furthermore judging that all actions undertaken by the Archkingdom of Sigisland, including the execution of duties enjoined by the determinations of the Congress of Elisina, may yield their highest benefit unto humanity only when performed in a manner concordant, united, and obedient to the commandments of the Crown of the Torches and the principles of Archroyal discipline and Purple Fidelity,

We therefore ordain and decree:

I.
We do forbid any subject of the Sigislandic Crown of the Torches, without Our direct and express command or permission, to take up arms or otherwise bear weaponry in the service of any side in any war beyond the territory of Sigisland — this prohibition applying most especially to all armed conflicts now or hereafter waged upon the continent of Guntreland — under the penalty of forfeiture of all estates upon Sigislandic soil, deprivation of all titles and dignities, and perpetual imprisonment.

II.
We do likewise forbid, under the same penalty aforementioned, any subject of the Sigislandic Crown of the Torches, without Our direct and express command or permission, to employ his or her wealth, either directly or indirectly, in the pecuniary support of any foreign persons or associations, wars, or political factions beyond the territory of Sigisland; this injunction extendeth also to any financing of subjects of the Hedervene Senate in the form of bribery — a custom vile and despicable to all Sigislanders and to every honourable soul.

III.
The same prohibition and the same punishment shall apply to any subject of the Sigislandic Crown of the Torches who, in any manner whatsoever, should wilfully neglect his or her obligations toward the Crown within his or her own category, in order to render services or favours to foreign rulers, persons, or associations, without the direct and express command or permission of Our Majesty or Our Archroyal Diet, this applying particularly to any absence from the soil of Sigisland for the motives herein described.

IV.
To all subjects of Alfons, King of Guntreland, save only for the national nobility, who presently reside within the territory of the Archkingdom of Sigisland under the hospitality extended unto them, We forbid to speak or to write publicly within the realm of Sigisland in favour of the Archkingdom’s entry into the war now raging upon Guntreland; and likewise We forbid them to speak or to write publicly against Our Reform or against any other Legislation of Our Majesty, under the penalty of banishment without right of return.

whereby it entereth into force as Archroyal Legislation from that very moment.
