This weapon counts as magical for the purposes of overcoming resistance to non-magical piercing, slashing and bludgeoning damage.
Frost Enchantment. The weapon is icy cold to the touch and frost vapor emenates from it. The weapon has 3 charges. On a hit with the weapon, you can choose to expend a charge and the target takes 1d4 frost damage and, unless the target succeeds on a Constitution saving throw against your spell save DC, the target is slowed to half thier movement speed until the end of their next turn. The weapon can be recharged using a filled lesser soul gem, or two filled petty soul gems.
