This items has two charges per day , but can be recharged in exchange for the attunded user expending a 2nd level slot. The item is activated by being held one handed above the user's head and the activation command spoken outloud. The item will emit a blind glare of intense white light with the following effects. The item has a 30' radius of effect. Oneone but the user within the radius must save v. constitution or suffer the following effects. 1. Anyone with darkvision will lose vision until the end of the their next turn. If a save is made dark vision's range will be halved. 2. Anyone within the radius will be blinded until he end their next turn If both chrages are expended at one the item will have the following additional effects. 3. Undead with the radius of effect must save v. wisdom or for one turn dash as far away from the user as possible. 4. Undead will take 1d10 of radiant damage, half of if save.

This appears to be a transluscent, pale blue crystal orb crisscrossed by two silver metal bands. It can easily be held in one hand.
